When searching a spot finding something will depend on your Sense ability, so if it's low you won't find things often, but if it's high you will find items every time. Each area has a different percentage chance you will find certain items and each building has better chances finding certain items like the Store is more likely to find food and water and the Police Station is the highest chance to find bullets.
